Roots of Tamil Nadu secessionism in India

It was only a few months ago that the world witnessed the military defeat of the Liberation Tigers of Tamil Eelam (LTTE) at the hands of Sri Lanka’s armed forces.The LTTE popularly known as tigers posed a threat to the unity, territorial integrity and sovereignty of Sri Lanka.

The tigers or LTTE espoused the creation of a separate state-Tamil Eelam-comprising the Northern and Eastern provinces of Sri Lanka and launched an armed struggle to achieve this goal. For several decades the LTTE maintained territorial control over parts of the North and east and ran a parallel administration.

The military debacle of the LTTE is being viewed as the military defeat of Tamil separatism in Sri Lanka.There is an increasing tendency to perceive the rise and fall of the LTTE as a “terrorist” phenomenon alone and turn a blind eye to the underlying political causes which led to the evolution and growth of separatism among the Tamils of Sri Lanka.

Against this backdrop it would be interesting and illuminating into the rise and fall of a related development in neighbouring India. The years immediately before and after Independence from the British saw a Tamil separatist movement emerging in India too.

Unlike in Sri Lanka Tamil separatism in India did not result in organized armed violence against the state. It was basically non-violent and was confined within the parameters of democratic dissent.

Indian Tamil secessionism also did not reach the levels to which its counterpart in Sri Lanka did. The Indian central and state government writ ran at all times in all parts of lands inhabited by Tamils. Also unlike in Sri Lanka very little force and repression was used in India to suppress Tamil secessionism.

More importantly, the roots of Tamil secessionism in India and Sri Lanka were different. In India , the seeds of separatism were sown when a majority hemmed in by a minority sought to empower itself. In Sri Lanka, separatism grew gradually as a minority found itself being restricted and oppreseed by a majority.

ANNIVERSARIES

This column will therefore delve briefly into the decline and fall of Tamil secessionism in India. It would also be appropriate at this juncture as the past week records three significant anniversaries in the Tamil politics of India.

September 15th is the birth centenary of CN Annadurai or Anna the founder of Tamil Nadu’s leading political party the Dravida Munnetra Kazhagham (DMK) or Dravidian progressive Association. September 17th is the 60th anniversary of the DMK.

September 17th is also the 130th birth anniversary of E. V. Ramaswamy Naicker or Eevera the founder of Dravida Kazhagham (DK) or Dravidian Association. The DMK was an off-shoot of the DK. It was the DK that pioneered secessionism in South India. The DMK followed in DK footsteps thereafter.

Arguably both modern India and Ceylon/Sri Lanka are colonial constructs. It was the British who unified their territorial conquests into a cohesive unit for administrative convenience. But the British also fostered divisions within their conquered subjects to facilitate governance.

Interestingly this unification and division paved the way for both greater and lesser identities. While an all-embracing “Indian” nationalism and identity began evolving a number of sub-nationalisms and multiple-identities also began flourishing.

India itself was an “idea” albeit a superior one but there were other competing ideas. Thus there emerged in South India the concept of an alternative, “Dravidian” identity. A short re-run of history is essential to understand this development.

GENESIS

This is of crucial importance as there can be no proper understanding of Tamil secessionism in India without analyzing its genesis. The roots of Tamil Ndu secessionism lie in the vibrant anti-Brahmin movement of the 20th century. This in turn led to the rise of a Dravidian ideology leading to a demand for a Dravidian state. Thereafter it metamorphosed into a demand for a separate Tamil state. It is necessary therefore to focus on events leading to direct Tamil secessionism.

In ancient times the Tamil country in India was ruled by the three great Chera, Chola and Pandya dynasties and to some extent the Pallava dynasty. There were also periodic conquests by the Hoysala, Rashtrakooda and Chalukya kings. Tiny principalities and vassal states under the suzerainty of powerful rulers also existed.

When European countries like England,France,Portugal, Holland and Denmark began setting foot in South India the older Tamil dynasties were no more. Three other powers namely the Mughals, Mahrattas and Vijayanagara Nayakkars had made their mark and as a result there was a proliferation of feudal rulers.

South India was under a mixed bag of rulers reigning over both big as well as small states. They ranged from powerful kings like the Nizam of Hydrebad to the insignificant Rajah of Pudukkottai. The British assiduously practiced their divide and rule approach to acquire most South Indian territory through conquest and compromise.

MADRASI

To this day many people of North India refer to South Indians as “Madrasi” or from Madras. This reference was not due to the city of Madras (Now Chennai) but originated as a result of what was once the province of Madras encompassing the greater part of South India.

The Madras province of British India known officially as the Presidency of Fort St.George (in Madras city) included at its heyday much of South India. The present day Tamil Nadu state,the Malabar region of Kerala state,the coastal Andhra and Rayalaseema regions of Andhra Pradesh state, the Tulu Nadu region and Bellary districts of Karnataka state, the Brahmapur and Ganjam districts of Orissa state and the Lakshadweep Islands comprised the Madras presidency.

Speakers of Tamil were the single-largest linguistic group in the Madras province. Telugu speakers were a close second. Together Tamils and Telugus formed 78 % of what was then the Madras presidency. Malayalee, Kannada, Tulu ,Urdu and Oriya speakers comprised the rest

With English being the official language linguistic tensions were virtually absent. The great divide was in terms of caste. The Brahmin caste was upper-most due to cultural, social, economic and religious factors.

The Hindu religion’s “Varnashrama dharma” caste concept afforded a privileged position to Brahmins. The Brahmin monopoly on Sanskrit language used for Hindu worship enhanced their position further. Under the British they learnt English and were miles ahead of other castes in English literacy.

BRAHMINS

With a penchant for learning the Brahmins took to education under the British in a big way. Brahmins began filling up official positions and teaching jobs under the British rule.They took to law, medicine and accounts.Brahmins also served the feudal rulers well and obtained grants of lands to administer. There was also Brahminic control of assets bestowed to temples.

Thus the numerically tiny Brahmins (around 4%) were entrenched as a privileged minority in the Madras presidency. They dominated most government jobs, professions and teaching , owned lands and estates and managed properties of temples.They also had much influence over media and the arts.

While the oppressed castes at the bottom rungs of Hindu society continued to languish the other castes regarded as forward also began climbing the socio-economic mobility ladder under the British. These included the Tamil speaking Vellalas and Mudaliyars, Chetties, Nadars, the Malayalee Nayars, Nambiyars and Krupps and Telugu speaking Reddys and Khammas etc.

In a bid to counter Brahmin domination the upper crust leaders of these castes began grouping together. Since these groups came from different ethnicities a non-linguistic identity was sought. Their resentment of Brahmin domination and common interest brought about an overarching non-Brahmin group identity.

A non-Brahmin or anti-Brahmin consciousness evolved.This was transformed into a “Dravidian” consciousness and articulated as such. Dravidian was fundamentally a linguistic term revived by the western scholar Robert Caldwell.

DRAVIDA

Dravida itself was derived from Sanskrit.A Sanskrit scholar Kumarila had used the term “Dravidabhasa” (Dravidian languages) in 8th century AD to denote the Tamil and Telugu languages.The term Dravida was used in Sanskrit literature to describe the lands south of the Vindyas (South India) and inhabitants.

Caldwell’s revival of the term was in reference to the principal languages of South India-Tamil, Telugu, Malayalam, Kannada and Tulu.They were considered as “springing from a common origin and as forming a distinct family of tongues”.

This term was most suitable for the emerging non –Brahmin , South Indian elite to identify themselves. A movement for social reform was formed as Madras Dravidian Association (Different to DK) in 1912. This opened the floodgates. Several “Dravidian associations” followed in its wake illustrating the yearning and despair among non-Brahmin communities for progress and emancipation.

The growing Dravidian consciousness saw some respected Non-Brahmins form an association called South Indian Peoples Association as an advocacy group.This in turn formed a political party called South Indian Liberal Federation. Membership was open to all non-Brahmins.

An English newspaper “Justice” was started. Eventually this led to the organization being known as the Justice party. The nationalist Congress party was leading the struggle for Independence from the British.Many of the Congress leaders were educated Brahmins.

The Justice party on the other hand did not want independence from the British until social justice prevailed. In other words the Justice party wanted independence to be delayed until social reform displaced Brahmin dominance. It depicted the Congress as a Brahmin party.

JUSTICE

As a result the Justice party participated in the limited governance provided by the British and ran several administrations in the Madras province from 1921.This co-operation has stigmatized the Justice party as collaborators of colonialism.

Gradually it became obvious that the non-Tamil linguistic groups were becoming less enamoured of “Dravidian nationalism”. Comparatively the Tamil speaking on-Brahmin elite was better off than others. This led to some heartburn and non-Tamil associations were formed to promote non-Tamil interests.

The Tamils were also at the forefront of Dravidianism as their language was the oldest and most developed of the Dravidian languages. Some regarded the other Dravidian languages as being derived from Tamil. Sundarampillai sang of them as “children” from the Tamil mothers “womb.” This also caused resentment.

More importantly this led to a situation where the non-Tamil groups began moving away from the Dravidian consciousness. Dravidian was now being seen as co-terminous with Tamil. Thus the non-Tamils were reluctant to be identified as Dravidians though Scholars accepted the Dravidian linguistic label.

In that respect one must note that the “official” reference to Tamil in Sinhala is Dravida. The Tamil United Liberation Front (TULF) is called Eksath Dravida Vimukthi Peramuna. Tamil as “Demala” is regarded as being somewhat colloquial.

INVASION

If the South Indian languages were Dravidian most North Indian languages were classified as Aryan or Indo-Aryan. Sanskrit was regarded as the mother of Indo-Aryan languages. Sanskrit unlike Tamil had gone out of usage but had spawned several numerically preponderant linguistic groups like Hindi.

The anthropological and archaeological wisdom propounded by the Dravidian school of thought at that time was that a pre-Aryan Dravidian civilization had existed in India before Aryan invasion (This theory is strongly disputed now).

The Dravidian construct was that the Dravidians had a glorious civilization before being overrun by the Aryans. With the Brahmins retaining exclusive “ownership” of Sanskrit they were seen as Aryan “aliens” who were interlopers into Dravidian country.

Citing the classical “Sangam” literature where people were classified in terms of territory (Anbinainthinai) rather than occupation it was argued that casteism did not exist among Tamils until the Aryans invaded. They had introduced caste with the Brahmins (Aryan) at the top and reduced the original inhabitants to inferior “Shudra” status. The vehicle for this was Hinduism.

PERIYAR

It was around this time that one of the greatest progressives and original thinkers of India made his impact on the South Indian political scene. This was “Eevera” or EV Ramswamy Naicker whose 130th birthday was on September 17th. “Periyar” (great person) Eevera as he was called by his followers was originally a Congress party stalwart who organized the successful satyagraha at Vaikom in present day Kerala.

Disgruntled at casteism practiced by some Brahmin Congressmen, Periyar broke ranks and left the party. He also began enunciating radical thoughts dislodging Brahmin dominance, rationalism, atheism , North Indian hegemony, Caste oppression, equality of sexes etc.

Periyar himself was not Tamil though hailing from Erode in the Salem district of Tamil Nadu.Though fluent in Tamil Ramaswamy belonged to a Kannada speaking Naicker family.

In 1925 Periyar formed the “Suyamariyadhai Iyakkam” or Self-respect movement. Arguing that the Hindu religion provided the basis for Brahmin superiority and that it kept the Dravidians in bondage to the Aryans , Periyar called for Atheism on the basis of rationalism or “pahutharivu”.

“Kadavul Illai. Kadavulai vanangubavan Muttaal” (There is no God. Those who worship God are fools)the outspoken Periyar would assert.He denied God saying-If there was no God there could be no religion. If there was no (Hindu)religion there could not be caste oppression.

Periyar condemned Brahmin Caste superiority as an affront to the self-respect and dignity of non-Brahmins and so formed the self-respect movement.

Subsequently Periyar joined the Justice party and became one of its prominent leaders.A large number of non-Brahmin Tamils began gathering around Periyar over the years.

They were called “suyamariyathaikkaran” (self – respect adherent)or “Pahutharivaalan” (rastionalist) and subscribed to Periyar’s views. The most educated of these at that time was CN Annadurai an MA Graduate. Annadurai known as Anna was born on September 15th 1909 . He became Periyar’s disciple in 1935.

By the late thirties/early forties of the previous century both Periyar and Anna took up the stance that the Madras presidency should not form part of India and that it should be a separate state called Dravidastan. Being a part of “Hindu” India would only lead to permanent enthronement of Aryanism, Brahminism and North Indian hegemony it was argued.

Prior to this both Guru and Sishya had wanted a Tamil state on the basis of the “Tamil Nadu for Tamils” demand. Within a short time they changed position and wanted a Dravida state on the basis of the “Dravida Nadu for Dravidians” demand.

HINDI

Two factors brought about this political change for Periyar and Anna. One was the attempt to impose Hindi upon non-Hindi students by making the learning of Hindi a compulsory subject for all students.The other was the demand by Mohammed Ali Jinna for a theocratic state of Pakistan.

In 1937 the Congress party extended limited cooperation to the British and contested local elections. The Congress formed the administration in Madras presidency and Chakravarthy. Rajagopalachariyar or Rajaji became chief minister. In 1938 Rajaji introduced legislation to make Hindi a compulsory language. It was argued that India needed a single language to unite all its people.

This was resented by the non-Hindi people of Madras province. The Tamil people are very proud and fond of their language elevating it to the status of a mother (Thamil Thai) It is a highly emotive issue and any attempt to belittle or demean Tamil was to be opposed. Hindi compulsion was an affront. It was described as a “victory” of Sanskrit over Tamil,Aryan over Dravidian and Brahmin over non-Brahmin.

An anti-Hindi agitation was launched.Widespread protest demonstrations took place particularly in the Tamil speaking places of the presidency.. There was police firing and two Tamils Thalamuthu and Nadarajan were killed. There were attempts of self-immolation also. Around 1200 persons were brought to court and sentenced to jail. Among these were Periyar and Anna.

PAKISTAN

In 1939 the Congress withdrew from office and the Hindi imposition issue went away. But Periyar and Anna felt that a separate country was required to protect Dravidian languages in general and Tamil in particular. The danger of Hindi being imposed in an Independent India was there.

Subsequent events in post-Independence India proved that these fears were not liars. The anti-Hindi agitation also made many Tamils including the present Tamil Nadu chief minister Muttuvel Karunanidhi (who was fourteen years old then) more conscious of their language and heritage.

The second factor was the demonstration effect of the Muslim League and its demand for the creation of an Independent Islamic state of Pakistan. Periyar supported Jinna’s demand for a territorially non-contiguous state of Pakistan comprising Muslim majority regions in the east and west of India.

Periyar then embarked on a tour of north India and met Jinna in person.Anna did the interpreting.He argued for a Dravida state on the lines of an Islamic state. Jinna was assured that the 7% Muslims in the envisaged state would enjoy full rights.

As a result Jinna began referring to a Pakistan for Muslims, a Hindustan for Aryans s, a Dravidastan for Dravidians and a Bengalistan for Bengalis. Whenever he spoke of Pakistan Jinna also referred briefly to Dravidastan during the second world war.

After the war when the prospect of partition became a possibility Jinna abandoned support fror Dravidastan. It was only a two-nation theory-Hindu and Islam-thereafter.

The initial support by Jinna however boosted Periyar’s thoughts on a separate state. The envisaged Dravidian state was referred to as both Dravidastan (Jinna inspired) and Dravida Nadu in Tamil.

The support for a Dravida state was predominantly extended by Tamils alone. Apart from brief mention in English media the non-Tamil South Indians were lukewarm, to this concept.

PRESIDENT

Shortly after the anti-Hindi agitation , Periyar was elected president of the Justice Party. With this the anti-Brahmin self-respect movement and anti-Brahmin Justice party or South Indian Liberal Federation, experienced some form of fusion in practice.

By this time the Justice party was practically a Tamil party with most non-Tamils dropping out. There were however a few well-known non-Tamil leaders in the party but practically no support from the Telugu, Malayalee, Kannada masses.

Interestingly Periyar and Anna toyed briefly with Tamil secessionism and called for a Tamil state , before opting formally for greater Dravidian separatism and a Dravidian state. The reasons for this interlude is rather intriguing.

The growing anti-Hindi consciousness among non-Brahmin Tamils was manifesting itself in many ways.

In August 1938 a prominent Justice party leader TP Vedachalam from Trichy formed the Tamil Thesa Viduthalai Sangam (Tamil Nation Liberation Society) and began demanding the creation of a separate state for the Tamils.

At the second session of the Ramnad District Tamilians Conference at Karaikudi it was resolved ” to work for the formation of a separate Tamil province, exclusively for Tamilians, and the use of Tamil as the administrative language”.

A series of small meetings were held at various places in Tamil Nadu. These were attended by nondescript Tamils and presided over by little known personalities.

OPINION

But almost all these meetings passed resolutions calling for a separate Tamil state. “Thamizh Nadu Thamizharukke” (Tamil Nadu is for Tamils) was the catchy slogan

This groundswell of opinion was something that Periyar and Anna could not ignore. The growing sentiments of Tamils in Madras state had to be addressed. So both adopted the “Tamil State” cry instead of the “dravida state” demand briefly .

At a meeting held at Salem in October 1938 Periyar for the first time called for a Tamil state. He said that” if the Congress permitted the exploitation of Tamils by Brahmins and Northern Indians, the best way to preserve the liberty of Tamils was to agitate for separation from the rest of India and the proposed All-India Federation, just as Ceylon and Burma had chosen to stand aloof from India”, and ” urged the need for the ‘Tamilnadu for the Tamils’ campaign to be fought to the finish.”

Annadurai followed suit by speaking at several “Tamil Nadu for the Tamils” meetingswhere he eloquently appealed for the creation of a separate state for the Tamils of India.

The “Tamil Nadu for Tamils” demand began to gather momentum slowly . The imposition of Hindi as compulsory in schools and consequent protests enhanced support for this demand.

The need for an autonomous Tamil state under British rule as well as an Independent Tamil Country in the future was discussed and debated at local levels.

The “Tamil Nadu for Tamils” demand was suspended before it could capture popular imagination. This was because Periyar and Anna did a volte-face and re-activated the Dravida Nadu state demand.

POLICY

In a speech made on December 17th 1939 Periyar who earlier raised the demand “Tamil Nadu for Tamils” amended his stance to that of “Dravida Nadu for Dravidians”. This heralded the shift in policy but there was much confusion. The ensuing months saw people advocating both a Tamil state and a Dravidian state. To many Tamils there was no difference in both.

Finally the Justice party of which Periyar was president held its state conference at Thiruvaaroor on August 24th 1940 and formally adopted a resolution. The resolution stated that in order to protect Dravidian culture, arts and economy, the Dravidian homeland of Madras province should be separated from the rest of the Indian Sub-continent and ruled as a separate unit until the British left. Thereafter the Madras province would be an Independent country.

With the wisdom of hindsight it appears that to both Periyar and Anna the demand for a Dravidian state and Tamil state was synonymous. The core of both demands was the existing Madras province. It also appears that most advocates of South Indian secessionism also failed to draw a distinction between both demands.

In any event the short flirtation with a Tamil Nadu secession demand was over. The focus now was on greater Dravidian nationalism. The “Tamil Nadu for Tamils” demand had been subsumed by the “Dravida Nadu for Dravidians” political demand. It was doomed for several reasons.

Dravidian Rule in Tamilnadu


He abused Tamil as the language of barbarians and ridiculed the Tamil people by claiming that he, a Kannadiga, could become a leader of the Tamils because there was no Tamilian fit to lead them.

Looking back at the life and times of E.V. Ramaswami Naicker, revered as Periyar (1879-1973), one may safely conclude that he was accepted and acclaimed as the leader by a significant section of the Tamil population in spite of all his contempt for Tamil and disdain for Tamils only because he was perceived to be a genuine individual, a rarity among those in public life. There was no shade of hypocrisy in him and he never attempted sophistry while propounding his social philosophy. And what a philosophy it was!


His message was clear. For the people to advance and prosper, they must abandon the Hindu religion, the superstitions that went with it, the idols and ceremonies created by it, and the caste system born of it. This was the essence of the social doctrine enunciated by Periyar. His scheme of action was as simple as the doctrine itself: get rid of the Brahmin. With him would go all other things associated with the Hindu religion.


This unconcealed anger against the Brahmins is said to be the result of a practice in a gurukulam, a school run by a Congressman in the 1920s, in which food was served to the Brahmin boys and others in different sections. If the objectionable practice hurt the sentiments of EVR, the cold indifference with which his justifiable complaint was treated by the Congress shattered his faith in the party and made him believe that it was a party of Brahmins. Later EVR left the Congress to form the Self-Respect Movement. While in the Congress he had actively participated in the khadi propaganda effort, the agitation for prohibition, and led the Vaikom Satyagraha for the temple entry of Harijans. It was a poignant irony that having played a commendable role as a Congressman in the Independence movement, he, in 1938, found himself leading the Justice Party which was somewhat of an asylum for blind supporters of the British. It was the only party in India to have supported the infamous Rowlatt Act; not only that, they had even the depravity to defend the Jallianwala Bagh massacre.


But far from blemishing that party's chronicle of dishonour, Periyar made his own contribution to it. The man who sold khadi on the streets of Madras Presidency while in the Congress, was now trying to sell the state to the British. This craving for British rule persisted with EVR even after the Justice Party was reborn as the Dravidar Kazhagam (DK), the mother of all Dravidian parties. His hatred of the Brahmins consumed him to such an extent that he even abhorred Independence and pleaded with the British to retain Madras Presidency under them even if they were to leave the other parts of India. Fortunately for himself and his party, his demand was not taken seriously by anyone, including the British. Was EVR a success? No doubt he is hailed even today as one of the leaders of the Tamil people but what was the fate of his philosophy, his message? Total and complete disaster there. He broke the idols of Vinayaka; today the Vinayaka procession is a gala event in Tamil Nadu. He tore pictures of Rama and applied the chappal to it; a few years ago Tamil Nadu sent a strong contingent of devotees of Rama carrying bricks for the shilanyas at Ayodhya. He fought superstitions; his followers in the aiadmk tonsured their heads for the good health of their leader, J. Jayalalitha. He cursed the caste; now the offshoots of his movement, the DMK led by K. Karunanidhi and the aiadmk, are fighting elections dependent on caste-based votes, and caste-based parties have come up in Tamil Nadu. He poured his wrath on the Brahmin; now the leader of DK is an unabashed trumpeter Jayalalitha, a Brahmin.

He was the apostle of secession; his followers swear allegiance to national integration.
In spite of this failure on all fronts, Periyar is still revered because of the solid contribution he made in the demystification of the Brahmin from the exalted position in society. But in his crusade against the caste system, however, he did not concentrate on the liberation of the Harijans, perhaps for fear of alienating his followers, mostly from the other castes. The man who fought for the Harijans while in the Congress, started passing over their miserable plight once he was leading his own party. In this regard, the worth of EVR's work could be judged by the plight of the Dravidian parties. They are unable even today to gain the confidence of the Dalits who have formed their own organisations to fight for their rights.

The judgement then of the political and social history of Tamil Nadu could only be that while Periyar the singer was admired, his song was ignored. As a man Periyar was the embodiment of civility, which is why he is still loved. The man was greater than his message.
In fact, his message was so unsaleable a commodity that C.N. Annadurai (1909-1969) had to abandon many aspects of it when he quit the DK, to form the DMK in 1949. As with everything concerning the Dravidian parties, the split too had a touch of the ludicrous, as it occurred not on any policy differences or ego clashes, but on the question of the marriage which EVR contracted at a ripe old age, probably for ensuring companionship and nursing. CNA and his men condemned the marriage, quit the DK and formed the DMK. Maybe, CNA and his colleagues were waiting for an excuse to break free of the shackles of non-electoral functioning, which EVR had imposed on his party. But CNA had openly aired his differences with EVR even earlier in 1947, when EVR called upon his followers to observe Independence Day as a day of mourning. Though CNA as a member of the DK had not demurred when EVR pleaded for direct British rule for Madras Presidency, even after they left the other parts of India, he began to cast away the more bizarre platforms of EVR once he became a leader in his own right.

Thus for CNA's DMK it was "one God" in the place of EVR's "no God". It was Brahminism which had to be rooted out, not the Brahmins as was the programme of EVR. Tamil for CNA was his first love, while for EVR it was a pet aversion. More than all this, CNA abandoned the Dravidanadu demand for sheer political survival in the context of the Anti-Secession Act. Originally the slogan of the DMK was "Let us get Dravidanadu or go to the burial ground". Ultimately it was Dravidanadu which was sent to the cemetery.
CNA's DMK won the 1967 elections in alliance with several parties, including that of Rajaji's Swanthara Party. His success was the defeat of EVR, for the latter campaigned vigorously against the DMK, and irony of ironies, for the Congress. It never recovered in Tamil Nadu from the kiss of death, and the DMK grew in strength in spite of all the abuse showered on it by Periyar. CNA, known for his wit and sarcasm, dedicated the DMK's victory to Periyar, after deliberately burying his most cherished goals. Though CNA had given up the demand for Dravidanadu only to escape the clutches of the Anti-Secession Act, he also exhibited rare courage in doing it, for it was the foundation on which his party had been built.

But this kind of political nerve came naturally to him. He was perhaps the only leader of any party, who allowed a second line of leadership to emerge in his own lifetime but even went out of the way to spot such talent and encouraged them to develop as future leaders. This paid rich dividends to the party, which produced a notable line of leaders. An orator of extraordinary brilliance, a writer of considerable merit, a parliamentarian of remarkable talent, CNA's worth as an administrator could not be assessed as his tenure as chief minister was cut short by his untimely death, an event mourned by the entire state irrespective of party affiliations. His greatest achievement was that he could emerge as one of the respected leaders of Tamil Nadu after having begun his political career as a mere rabble rouser with a reputation which was at best, debatable. EVR got his movement isolated by his attitude of obstinate confrontation; CNA synthesised his party in the mainstream of national politics by judicious use of the art of compromise. While the movement of EVR stands debilitated today, the party of CNA is still a force. What was left after CNA, of the Dravidianism propounded by EVR got diluted still further by M.G. Ramachandran, the founder of the AIADMK. He could be described as an illegitimate child of the Dravidian movement, as he was the offspring of the cohabitation between the movement and the movies.

The remnants of the Dravidian philosophy have been entombed by Jayalalitha. She parades the present leader of Periyar's anti-Brahmin movement as her principal apologist. Periyar wanted to change society with his movement; his followers have changed his movement. The metamorphosis is complete.

Firstly, the free colour television scheme. How many of you gathered here have received colour TV sets from the government? Come on, tell the truth… Very good! Now, let me tell you some basic truths. Your colour TV sets have been purchased by the government. The government’s money is your money and my money. It is money taken from us as taxes. With this money, they buy colour TV sets and distribute them to you. Can you see any programmes on that TV set? No. For programmes, you have to take a cable connection. You have to spend anything between Rs 75 to Rs 200 every month for a cable connection. And from whom do you get a cable connection? In Chennai or Coimbatore, you have to get the connection from Sun Cable Vision, popularly called Sumangali, a company belonging to Karunanidhi’s grand nephew, Kalanithi Maran. If you are in Madurai, you have to approach Royal Cable vision, a company belonging to Karunanidhi’s son Azhagiri. In other places, you have to get cable connections from operators who are affiliated to either of these companies. In short, you are given colour TV sets purchased with public money. But, the revenue from cable connections goes to Karunanidhi’s family. What a fantastic scheme, to make money!! This is what Justice Sarkaria called scientific corruption.

Rice is being made available in ration shops at one rupee a kilo. What a wonderful scheme! When I first heard of it, I was wondering how a person like Karunanidhi could have thought of such a wonderful scheme. But then the reports started coming in. On one side there were complaints that the quality of rice supplied in the public distribution system was of poor quality. It was smelly. It was rotting. It was infested with pests and even fungus… On the other side, there were allegations that large quantities of rice were being smuggled out of Tamil Nadu to other states. Put these two issues together and the truth becomes clear. Good quality rice is released from the government’s stocks for sale to the people of Tamil Nadu. Some of the old rotting stocks are also released. The old and rotten stocks find their way into the ration shops and reach the people. The good quality rice is siphoned out and gets smuggled. Officials and politicians of the DMK are hand-in-glove to this loot. Public money is looted so that these people can live in comfort. This is the truth behind the one rupee per kilo rice scheme!

Let us look at the government’s health insurance scheme launched for protecting the health of the people. 2000 crore rupees have been given from government funds to a private insurance company. The insurance scheme allows for insurance coverage of Rs. 1 lakh per family. If an average family consists of four members, then, logically, each member would be entitled to Rs 25,000. If any one family member avails of health insurance of Rs 1 lakh, then none of the others can claim insurance cover as the allotment for the family is already over. If you have chickunguniya or cholera or typhoid or chicken pox or jaundice or any other disease and you have to undergo treatment, this insurance cover is of no use. Only if you are to undergo surgery like heart surgery, brain surgery, etc, can you avail of coverage under the health insurance scheme. Such operations can be done in all government hospitals free of cost. That does not require insurance coverage. In private hospitals, if you have to undergo a heart operation or a brain operation, it will cost 3 to 4 lakh rupees. Out of that, you can get a maximum of Rs1,00,000 as insurance. What about the balance? Who will pay for it? Instead of this scheme, the government could have constructed advanced, high-tech hospitals in every district for Rs 2000 crores. Then every one of you can get free treatment for everything, from a common cold to a major surgery.

Normally, when you take an insurance policy, you pay a premium. The person who canvasses and works out the policy for you is called the agent. The insurance company pays this agent 20% of your premium amount as commission. In the case of the Tamil Nadu Government’s health insurance scheme, Rs 2000 crores is the premium amount. The agent’s commission works out to Rs 400 crores! Who is the agent in this case who has pocketed the 400 crores? Is it Karunanidhi himself or his son?

If Rs 400 crores has been given to the Karunanidhi family in this single deal, then where is the money ? Will it be available in their homes if the income tax department raids them? You will understand if I tell you who are really running this private insurance company and about their close connections with the Karunanidhi family.

It is a company called Star Insurance. This company belongs to a bigger international company called the ETA-Star Group, with its headquarters in Dubai. Its headquarters may be in Dubai, but it is run by people from Tamil Nadu. It is this ETA Group that has constructed the new Secretariat complex in Chennai for Rs. 700 crores. This group has another company called Genex Exim. This company is a stake holder in Swan Telecom, one of the beneficiaries of the 2-G Spectrum scam in which more than 1 lakh 90,000 crore rupees which were due to the Central government were siphoned out under the direction of Telecom Minister A Raja. This ETA group is close to Karunanidhi right from the 1970s. They had a film distribution company called Crescent Films, which distributed Karunanidhi’s film, Pillayo Pillai, in which he launched his son Mu Ka Muthu as a competitor to Puratchi Thalaivar MGR!! All the money being paid to the ETA-Star group under various schemes, government money, YOUR MONEY, is being sent to the headquarters of the group in Dubai. From there, it is quietly being distributed to the foreign accounts of Karunanidhi’s wives, sons, daughters, grandsons, grand daughters… It is with this money that they are buying lands. It is with this money that they are buying colleges and educational institutions. It is with this money that they are producing films… It is all your money. They are enjoying it while your are left to handle price rise, infectious diseases and a variety of other problems.

My dear brothers and sisters, one family is making fools of all of us. One family is looting us. Nowhere in the world, not even in dictatorial countries, can you find a situation where the father is the chief minister of a state. A son is the deputy chief minister. Another son and a nephew are Union ministers. A daughter is a Member of Parliament. A close associate of the daughter is another Union Minister… Between them, they own about 25 TV channels. They own newspapers. They own cable distribution networks. They own colleges. They own 4 film production companies. They own cinema theatres. They own lakhs of acres of lands and estates. They own shopping complexes. They own printing presses. A man, who, by his own confession, came from Tiruvarur, travelling ticketless, without money in his pocket, has earned all this from politics. Today, anybody who questions him is suppressed. IT raids are conducted on people or organizations which do not bow down to the family's wishes. The police are let loose against anyone who dares to oppose them. Even lawyers inside the Madras High court have been brutally attacked by the police. Anybody who asks them questions is murdered. If you have any doubts, you can ask the ghost of Tha Kiruttinan. With their money power and political power, they can put innocent persons in prison. And they can get hardened criminals released from prison. Under them law and order has degenerated. Murders and robberies have become everyday occurrences all over Tamil Nadu. You have seen students brutally attacking each other inside the law college premises. You have seen polling booths being taken over by rowdies. You have seen bogus votes being cast…

This is a dangerous situation. Tamil Nadu, which was once the pride of India has now become the shame of India. Even States like Bihar have overtaken us. If this state of affairs continues, we will all cease to exist.

For the sake of Tamil Nadu, for our own sake, this government has to be over-turned. The power to do this is with you. Don’t allow yourselves to be bribed. Let us take a pledge today, right now, to join hands to over-turn this regime of a single family and usher in a good government. Let us all take a pledge to vote for the AIADMK. Let us all take a pledge to save Tamil Nadu and the Tamil people.

It is true that what is called 'high command culture' emerged in Congress due to Indira Gandhi, but some argue that without Nehru and Gandhi's leadership Congress would not have remained united.

Not at all! What about Shastri? Shastri's accidental death created this. If Shastri had lived another five years, Sonia Gandhi would have been a housewife and Rajiv Gandhi would have been alive. In 1965, Indira Gandhi was thinking of migrating to England! It is an accident of history that Shastri died, prematurely.

The so-called high command culture came in Congress also because it was trying to survive those changing times.

Look at history. Because of Indira Gandhi's authoritarian dictatorial ways you had new parties challenging the Congress. Many state leaders were averse to it. Because of this high command culture within Congress, you had the rise of Telugu Desam Party and Janata Party in Karnataka and Communists grew in West Bengal and Kerala, Asom Gana Parishad in Assam, Bahujan Samaj Party in UP and Dravida Munnetra Kazhagam in Tamil Nadu. So, Congress lost control in many states because of lack of party organisations at the state level. They depended solely on charisma of Indira or Rajiv. But, now they have recognised the problem. They are rebuilding the party at the state level.

Do you think after 125 years Congress runs the positive balance because of its belief in secularism?

It runs because of its inclusiveness. Unfortunately, we reduce inclusiveness to secularism. Inclusiveness is much more than secularism. Linguistic pluralism is part of inclusiveness. Because of Gandhi, Congress operated in different languages. Gender was very important to Congress. It was remarkable that they had Sarojini Naidu, Sucheta Kriplani, Kamladevi Chatopadhyay, etc Indira Gandhi and Sonia Gandhi are not the first women leaders of Congress.

People from all castes, south, east and north -- all are included in Congress. Inclusiveness is the greatest strength of Congress. Except for the aberration of emergency it is committed to electoral democracy. I have written in my book India after Gandhi how in 1947-48, Nehru and Patel kept the military out. They told the military this is your lakshman rekha (limit). Unlike Bangladesh or Pakistan or many countries of Africa, we were able to keep the military at a distance.

Also, India was able to keep Left extremists out. Congress has these plus points. But it should not be content with this; it should do better. In many ways, today's Congress is not living up to its best traditions. Indira Gandhi became all-powerful only in 1971. So, for 85 years, Indian National Congress was not dependent on one family. For two-third years of its existence, it was without high command culture. You can argue because of its two-third years of history, because of 80 years of work of thousands of selfless Congress workers one family has benefited! That family (Gandhi family) has to recognise this fact.

The following is an extract from “Holy Warriors” on Nagaland, homeland of former headhunters who converted to Baptist Christianity. The Nagas have waged war against India for sixty years to establish a separate Christian homeland called “Nagaland for Christ”:

“There is a village, perhaps two hundred kilometers north of Kohima,” said Achiilie, eyes luminescent in the dark as we bumped along the ragged mountain pass leading to the Naga capital. “I remember it clearly. I came across it after weeks of trekking. Inside the house of the tribal chief I saw a huge wooden bowl. It was placed in the centre of the room and inside I saw more than one hundred skulls.” He signified a slitting motion across the throat, sending a predictable shiver down my spine.

“When were the heads taken?” I asked.

“During battle by Naga warriors. Not now. Long ago, maybe 50 years back. But all are saved. In Naga culture, a warrior is judged by the number of heads he takes. They say the more heads a man takes, the longer his life. When women married they looked not at wealth, but the number of heads in a man’s house. This man must be from a tradition of great warriors.”

Achiilie leaned back in his car seat and we were silent as our minds conjured the haunting vision of a pile of blackened skulls; the only sound to penetrate the evening gloom were the low rattle of the engine and wind rushing through towering teak and bamboo forests. I had read somewhere that the Nagas believed the human spirit resided in the nape of the neck and in battle when they decapitated their enemy the spirit was freed and released into the skies. It was now complete darkness, the rain clouds had dispersed and the sun had set behind the blue-black mountains. Suspended over the jagged landscape was the first of the new moon, a sliver of silver engulfed by nightfall’s bruised skies.

Headhunting has ended but war continues to plague this isolated territory in the far northeast of India. These onetime headhunters were famed through south east Asia and beyond for fearlessness in battle. Through the last two hundred years, the Nagas have taken on armies of some of the world’s mightiest empires in a bid to preserve their distinct cultural identity, one untouched for almost two thousand years until the British settled in the tea plantations of neighbouring Assam. The Nagas took on the British and were never fully subjugated; they helped repel the Japanese in the Second World War, arresting its designs to invade India in the Battle of Kohima which was a turning point in the war. Now the Nagas were fighting India, a country which absorbed their mountainous terrain after Independence from the British Empire in 1947. For the Naga, India is seen as the latest foreign invader in its battle for sovereignty in South Asia’s longest running war.

In the eyes of the Naga people, it is not just a war for cultural identity, distinct from Hindu dominated India: it is a war of faith. When the British first established contact with the Nagas in 1826, the Christian missionaries swiftly followed, bringing schools as part of their evangelizing mission. While the Nagas never took to the foreign powers, they succumbed to the teachings of these latter day crusaders. Today more than 95 percent of them are Christian, with the majority following the American Baptist Church.

In the dark forests which provide sanctuary to separatist guerrillas, the battle cry of the various factions is united in a mission to create “Nagaland for Christ”. In the name of Jesus, militants are fighting for a Christian homeland.

Hell on earth takes place under the omnipresent sign of the cross, evident everywhere from the towns to tiny hilltop villages shielded from the outside world by dense woodland and near-impassable roads which bear placards proclaiming: “Jesus Died, So You May Live”. The influence of American evangelist missionaries is inescapable — the cross dangling from rear-view car mirrors, kids playing basketball in pot-holed alleys, the taped voice of Billy Graham’s fiery fundamentalist rhetoric blazing from car stereos, puritanical posters proscribing pre-marital sex. The choice of music of my driver, a hip young man with a shaved head and earring, is Kenny Rogers and Dolly Parton. The British and Indians may have controlled these tribal lands but it was the American Evangelists who conquered the people.”

Hindu Human Rights Watch

Hindu Human Rights Watch spokesman: "Never trust any politician who says Islam is religion of peace"

The NYPD was adamant yesterday that our 9/11 Rally of Remembrance must not run over the allotted time for even one minute, and so unfortunately a couple of speakers who had been slated toward the end of the program were unable to speak. I'm pleased therefore to be able to bring you here the prepared remarks of the courageous Satya Dosapati of Hindu Human Rights Watch:

I thank Stop Islamization of America, Pamela Geller and Robert Spencer for giving opportunity to speak at this rally on behalf of Hindus and Sikhs. On September 11th, 2001, the entire nation pledged solidarity. Shedding tears with those who had lost their sons, their fathers, their daughters, their mothers, their husbands, wives, brothers and sisters, we vowed that we will never forget their grave loss. Just 9 years later we have forgotten the promises we made to these families. So much so that we are entertaining the thought of desecrating the final resting place of the loved ones of these families by building a mosque by the name of Cordoba House. We all know that Cordoba House symbolizes butchery of Christians in Spain and destruction of a Church only to be replaced by the 3rd largest Mosque in the world. What is happening to us as a people today that we are even debating this? As one wise philosopher once said, those who forget their history are condemned to relive it. Are we so carried away with liberalism that we do not have a moment to study the history and the serious threat we face today? We need to wake up and understand the threat of Islam to our country, our civilization and everything we have build our society upon. Let us not condemn our own children to relive the barbaric history.

Let me tell you what happened to Hindus in India. It would be a grim reminder to all of us to what can happen if we are not vigilant. When Columbus set sail to distant land, the land he was looking for was India. India, like today's America, was very open and tolerant society, scientifically and materially advanced, and held 25% of world's GDP just until few centuries ago. India at that time included today's Pakistan, Bangladesh and Afghanistan. But what happened to the great society was they gave into pacifism and liberalism. Hindu Kings were unprepared for the brutal violence of Islamic invaders from the 1100's. Hindu Kings were never prepared for the deception, hate and brutality in war and the senseless murder of innocent citizens and the rape of women that caused a holocaust of 80 million Hindus. They destroyed hundreds of thousands of magnificent temples and built symbols of conquest. They made sure the worshipped statues of the Hindu temples were placed under the steps of Mosques as the ultimate insult to infidels and their religion. Taj Mahal, you know today, is a Hindu Palace temple. According to Arab's own accounts, they talked with pride that they killed the Hindu infidels to such extent that they filled their rivers with blood by following the word of Allah. They even have a mountain named "Hindu Khush" near Afghanistan, commemorating the slaughter of 100,000 Hindus on just one day where they slit their throats and left them to die in the 1300's.

Just recently, Mahatma Gandhi's pacifism and liberalism resulted in the slaughter of millions of Hindus and in just 60 years a Muslim-majority country, Pakistan, literally wiped out 25% of its Hindu/Sikh population by kidnapping women and girls, raping the women and murdering the infidels and forcing conversions or evicting them. Actually, most of it was done in matter of few months. A Muslim-majority country, Bangladesh's genocide of Hindus caused their population decrease from 30% to less than 10% today, and the Islamic Government instituted laws that they have the right to take away infidel land any time.

What is happening in Hindu majority India? Muslims percentage increased from 7% to 15%. In just last few years, the number of terror deaths and terror incidents in India is next to Iraq. What happened on 9/11 was repeated on 26/11 in Mumbai. In India there was only one state where Muslims were a majority, that is Kashmir. Overnight 18 years ago, they drove away 350,000 Hindus under threat of violence and rape of women, they are still living as refugees in their own country in squalid camps. Now hear this. Just in the last 48 hours, as part of Ramadan celebrations, Muslims in the north eastern state of India, in the state of West Bengal, where Muslims are in larger percentage, have announced that they will rape every Hindu woman and girl, and started rampaging Hindu shops and homes. Indian Government has to call in the Army to control the situation.

This is the story we want to tell you millions of times, so that America as well as Europe never face the same situation by their preoccupation with liberalism. We do not want 100 years down the road somewhere in the world someone to talk about what happened to this great country. What is happening in the north eastern state of India today can very well happen in Michigan as the percentage of Muslims increase. What happened in Kashmir and various parts of India as Muslims increased in numbers will happen in many parts of this country. We are seeing this in the towns of Europe already. Consider this. Few hundred years ago until Islam invaded, Pakistan and Afghansithan were filled with Buddhists who would rather die than kill even a small animal. Today their descendants are performing barbaric acts under the name of Taliban and perpetrated the brutal acts on 9/11 against our country and killed thousands of innocent citizens. The once peaceful lands are all terrorist countries.

However, I do not blame Muslims. It is what the ideology of hate will do to a human being. Just look at Saudi Arabia where Koran is the constitution. They teach their little children from Koran that Christians and Jews are pigs, Hindus are worse than animals, infidels are equivalent to urine, feces, dead body. They produced 15 of the 17 well educated terrorists who committed 9/11. You cannot put a church, synagogue or temple, but they are spending billions of dollars building Mosques in our country and teaching intolerance and hate to thousands of Muslim children in our country. The situation is so bad that today's Jihadis are not from Pakistan, but from the Saudi funded mosques in our own country.

Unfortunately, this country is filled with many gullible people who have no idea of what they are talking about and are lulled into complacency and there is an urgent need for all of us to educate ourselves and be prepared. What is happening in America today is Stealth Jihad, because America is still too strong to be defeated by open war or Overt Jihad. They are doing this by conversion of criminals in our jail system to turn against infidels following the example of their prophet in the 700's when he recruited criminals to destroy Jewish tribes, investing in media and universities to fool and lull us about Islam, investing in finance for future financing of jihad and lobbying with politicians to subvert our constitution, brainwashing Muslims and Muslim children in Saudi funded Wahhabi mosques. They have proceeded with a plan, a grand plan, by subverting your educational, your political, your financial institutions and creating an home grown army to bring this country to its knees and make it submit to Islam. Now reflect, where should Imam Rauf spread tolerance? Is it in America or Saudi Arabia and other Islamic countries?

What is the solution? First of all remember, the more you give in to threat, the more you lose freedom. I can burn Gita, I can burn Bible, I can burn Talmud, but I am not allowed to burn Koran. They can burn and stamp our flag every time, but we are not allowed to say things about their prophet or burn their Koran. If everyone stands up for their rights, they cannot target a few. Danish cartoons and its aftermath created so much fear that American media froze into fear and the Comedy Central lacked courage to do a piece on prophet. This is not tolerance, this is giving up our freedom and giving in to the Jihadis.

Secondly, in order to win this war, you have to confront the ideology of hate. According to the Center for the Study of Political Islam, 60% of the Koran is political, fully 19% of Koran is of violent Jihad. 75% Sira, the life of Prophet, is about violent Jihad, not inner Jihad. We got to understand Islam is both religion and political system, with strict rules for everything in life under the oppressive Sharia and extreme intolerance and violence against infidels. We have to recognize the hate in Islam is facsism that is no different from Nazism. It is imperative that we educate ourselves about Islamic scriptures and Islamic history. Our biggest enemy today are not Jihadis but Jihadi enablers, the far left liberals and Saudi funded university academicians. I have a suggestion, do not burn Koran, boycott New York Times and put them out of business by discouraging their advertisers. The energies you spend in closing down mosques should be directed to closing down CNN and its far left liberals such as Fareed Zakaria and Christiane Amanpour who are lying to American public about threat of Islam.

Thirdly, work with your school boards so that the school curriculum reflects the true history of Islam and the threat it poses to a free society like ours. Demand that the universities do not accept funds from Saudi Arabia unless it shows equal tolerance to other religions.

Fourthly, never trust any politician who says Islam is religion of peace. Islam is submission. It is religion of submission. When Mr. Obama is saying Islam is a religion of peace, he is lying, just as he lied about his deep Muslim roots to American electorate. It is important we show the door out to any politician who is telling Americans such lies.

Fifth, ask your congressmen and senators to institute laws to protect this country from Sharia and Sharia practices. Make sure Muslim women are protected under US Constitution and not Sharia laws. We need to demand laws against Islamic conversions in jails and Saudi funding of our institutions.

Sixth, every time a Muslim wants special privileges, understand it is a conquest against you, your ways and your civilization. Like the story of Arab and Camel, the Camel eventually drives out the Arab, mark our words that we will be eventually wiped out if we give in.

Seventh, those who are immigrating to United States should be held accountable if they are spreading Sharia through the back door into our country, and they should commit to not to profess Sharia in order to obtain and retain citizenship. We have to review our immigration policies with regards to Islamic countries just as Europe is doing, although it is quite late.

But one thing is more important than what all I said. For heaven's sake, let us stop our dependence on oil. Who is paying for Jihad, for killing our soldiers, for destroying our civilization and building the grand mosque as symbol of conquest, which stealth Jihadi Imam Rauf is planning? I am sorry to say, it is we who are paying by our dependence on oil. If today we stop buying oil, Saudi Arabia will go to camels. They have nothing to speak of in terms of technology and advancement, just like every Islamic country. We need to get to alternate technology such as battery cars and alternate fuels. Just like the Manhattan Project that built the atom bomb and helped the US win the Second World War, we need to create innovative projects to end our dependence on oil. Let us not finance our own destruction.

Let us be awake, alert and constantly vigilant to threat of Islam. This is a great democracy, the greatest country on the earth. Let us preserve it for generations after us. God bless America.

An Appeal

INTRODUCTION

This is an appeal by the intellectuals of a small yet distinct ethno-religious community, the Kashmiri Pandits (Hindus) who have a history of more than five thousand years of a rich cultural tradition and a unique religious philosophy of the universality of man, peace and amity amongst peoples. Down the ages, this aboriginal community of the valley of Kashmir has readily opened itself to foreigners of all faiths, creeds and professions who came as travellers and settlers. However, it has repeatedly been the tragic victim of religious persecution, forcible conversion, violence and brutal massacre at the hands of invading muslim zealots and religious fanatics leading to repeated exodus of the community, rendering it a minority in its own land.

This appeal gives a brief outline of the barbarities that the community faced at the hands of the despotic muslim rulers since the heydays of Islamic fundamentalism, as it made inroads into Kashmir after the 13th century. It traces the present escalation of human rights violations amounting to genocide of this community to a cruel and criminal conspiracy by the fanatical and fundamentalist forces which gained ascendency and got fresh impetus during the last four decades. It also provides a bird's eye-view of the sprouting of dormant forces of Islamic Fundamentalism during these years in the religious schools that mushroomed in the valley and became nurseries for the growth of religious hatred, militancy and terrorism. This indoctrination prompted and incited young cadres to cross over to Pakistan and Pakistan-held Kashmir so as to receive arms training and carry out the diabolical plan for the muslimization of Kashmir as a prelude to its secession from secular democratic India. The hounding out of more than three hundred thousand Kashmiri Pandits (Hindus) from the valley from 1989 onwards was the first phase of this sinister operation.

This appeal brings out in vivid detail persecution of the minority community followed by threats, abductions, extortions, tortures and killing by brutal means of its members from all walks of life which led to exodus. A virulent disinformation campaign was started before the mass exodus against this community and followed up with fanatical zeal, after the exodus, in order to secure total ruination of the community. The present plight of the community, once given to academic, philosophical and spiritual pursuits, and now rootless and without identity, is given in some detail. Over one thousand members of the community have been killed by the terrorists and the thousands are dying in the miserable camps for want of basic amenities, shelter, medicare and family support; and thousands of its youth are getting scattered in search of livelihood. It is feared that at the present rate of dispersal the community is disintegrating beyond redemption and facing total extinction.

This appeal invokes the conscience and compassion of the civilized world to grasp the grim tragedy facing the Kashmiri Pandit community and to stand up and speak for it and help it regain its lost status and get rehabilitated once again, with honor and dignity in its own homeland.

APPEAL

The armed subversion by Muslim fundamentalist/terrorist youth to destroy the pluralistic, secular socio-political character of Kashmir valley and reduce it to a reactionary, monolithic, theocratic one, has entered its seventh year of operation. The grand design of this separatist insurgency is aimed at snapping all historical, economic, cultural, and political links of Kashmir valley with India and annexing it with Pakistan which is encouraging it overtly and covertly and lending moral, financial, political, diplomatic and military support. The first objective of this diabolical plan i.e. hounding out the Kashmiri Pandit (Hindu) ethnic minority from the Kashmir valley is being pursued with fanatic zeal.

PRIME TARGETS

The Kashmiri Pandits (Hindus) in the valley of Kashmir, irrespective of their age, sex, position status or situation became the prime target of the terrorists' onslaught. They were warned and threatened, individually and collectively, through word of mouth, through insinuation and innuendo, through posters and press and over loud speakers installed in thousands of mosques all over the valley. Fear loomed large and the terrorist shadow stalked educational markets and other public places wherever the Kashmiri Pandits had a representation, however small. They were identified and denounced; hit lists were exhibited on electric poles, office doors and entries to numerous institutions; and the public at large was exhorted to watch them and hound them out. They were followed and kidnapped from their homes and places of work and interrogated and tortured. A spree of killings of the intellectuals of the community started. This was followed by indiscriminate gunning down, hanging, dismembering, tying with grenades and blasting into pieces, skinning, burning and sawing alive the members of this ethnic minority of all walks of life. Many of the victims after being butchered were thrown into streets as exhibits for everybody to get terrorised. The bereaved were not permitted to mourn the dead and perform the last rites. Those who dared to attend the funeral were earmarked for reprisals. Molestation and rape was the order of the day.

The gamut of the terrorists' depredations puts the notorious programs in shade and leaves nobody in doubt about the design of the terrorists to exterminate Kashmiri Pandits (Hindus) who started fleeing temporarily out of the valley to seek shelter in the Jammu province of the State of Jammu and Kashmir, in Delhi and in other towns of India during the months of January-March 1990. A large number preferred to stay behind, partly hopeful of a let up in the persecution and the frantic killings and partly on account of the reassurances by their friends, neighbours and colleagues of the muslim majority community. However, indiscriminate murders gained momentum as also the tauntings, ridicule, accusations, denigrations and warnings issued to the Pandits (Hindus ). Those who dared to return to the valley even after a brief absence were frisked and taken for questioning and accused of having spied against the terrorists and of having received arms training to counter the terrorism. They were followed like a shadow or given a time limit of a few hours or a day to quit the Valley.

INTIMIDATORY WARNINGS

Not content with the tempo of exodus of the ethnic minority community, the Muslim religious zealots pressed into service the local daily newspapers and started periodic write ups in a vituperative and malicious propaganda offensive against the Kashmiri Hindius, culminating in repeated warnings and final ultimatum through the pages of "Daily Alsafa" on l4th April,1990 giving the community two days to leave the valley or face retribution and death. The good Samaritans of the Muslim majority community who had offered help, solace and protection to the Kashmiri Pandits were also threatened, coerced and subdued to fall in line with the fundamentalist designs and they, therefore, advised the Kashmiri Pandits to leave the valley for a 'temporary period' till normalcy returned to the valley. Both gentle and well meaning persuation was adopted side by side with covert and overt threats to recalcitrant Hindus forcing them into exodus. Meanwhile unbridled violence and brutal murders went on . More than one thousand Hindus have been killed, hundreds are missing, possibly dead or kept hostage. Women have been held captive in remote hideouts of the terrorists to satisfy their lust . An unspecified number of those Hindus who are still livlng in the valley in mortal terror are victims af extortion, religious persecution and kidnappings.

CANARDS GALORE

This communal carnage and forced exodus was followed up with a virulent compaign of vilification and disinformation against the Kashmiri Hindu community with the twin objective of covering up the true communal-fundamentalistic character of the so-called freedom struggle of the terrorists and securing total ruination and annihilation of this ethno-religious minority. This propaganda offensive was backed up by canards floated across the length and breadth of the country that:

i) the Kashmiri Pandits migrated out of the valley because they were touted by Mr. Jagmohan, the then Governor of Jammu and Kashmir, who promised them relief, ration and land. That those who were gunned down, hanged or tortured were informers and enemies of the "freedom struggle". This canard took such deep roots inside and outside the valley that the poorly informed public even of cosmopolitan cities like Delhi and Bombay who go by the common knowledge that in India Hindus are in majority and by corollary the majority in Kashmir valley are Hindus, failed to understand why Kashmiri Hindus had to flee their homes and hearths. Only the committed demographers in the country realise that Kashmiri Pandits (Hindus) are a minority in the muslim rrajority Kashmir valley of a Hindu maiority India.

ii) the Kasnmiri Pandits are over-represented in Central and State Government Services and private Jobs and that this was a major source of irritation with the disenchanted muslim youth, who out of frustration took to arms to fight for their justful rights. This canard has been supplemented and reinforced by distorted statistics and the thread has been skillfully taken over by some self-proclaimed humanists and over-zealous politicians of the country who want to prove more secular than their credentials allow. Infact they found it a useful tool to convince themselves and the world that terrorism in Kashmir was not an armed subversion aimed at the secession of the State from the union of India but an act of frustration of a handful of "disgruntled and misguided youth". This ill conceived notion though countered by the exiled Kashmiri Pandits, fell on deaf ears and did not get the attention of the media which were only vying with each other to score points for the terrorists and their cause. It did not take long for the communal, fundamentalistic and subversive character of terrorism to emerge in its true colour.

iii) the Kashmiri Hindus because of their merit, cunning and influence would become usurpers and take over educational institutions, professional colleges, trade, industry, Government jobs etc. in Jammu, Delhi and other places where they have taken refuge. This disinformation caused tremendous confusion, panic, over-reaction and even hostility in the host towns which were ill equipped to accommodate such a sizeable- influx of refugees, especially in Jammu where seventeen camps have been set up in the suburban dingy areas, Stiff resistance was put up even for admission to the exiled students in various educational institutions; jobs were denied to the youth and all doors were closed for the rehabilitation of professional and non professional personnel of the community. A community which prided itself in its academic excellence and high professionalism is idling and rotting, for the last six years.

While torture, persecution and killing were going full steam side by side with the canards floated against the fleeing community, the marauding terrorists started loot, plunder and arson of the properties and estates left behind by Hindus. They desecrated and destroyed their temples, confiscated their stores and stocks, stole their kind, harvested their crops and encroached upon and annexed their lands. Till date more than three thousand Hindu houses have been blasted or razed to ground. The remaining have been looted, vandalized or occupied.

Terrorists' propaganda.

COLOSSAL TRAGEDY

Within months of the exodus of Kashmiri Pandits the Government, whether out of misplaced optimism to placate and appease the terrorists or with deliberate intent, started recruiting and promoting Muslims to the posts and positions vacated by the Kashmiri Pandits. This has boosted the sinister designs of the terrorists to discourage and thwart the minority Kashmiri Pandit community to return to the valley for it has neither the jobs for livelihood nor the houses for shelter left behind.

So a tragedy which began with religious persecution and genocide, climaxing with the exodus of the community, has now attained colossal dimensions . This ethno-religious minority is presently going through a grim battle for survival and facing the torment of a bleak and uncertain future. Having been forced to live under torn and tattered tents, in ramshackle camps or in one room tenements and stables vacated by cows and buffaloes and rented at exorbitant prices, they are subject to the vagaries of a harsh climate, a hostile populace and an indifferent and callous administration. They have to go through a tortuous procedure to establish their credentials as exiles to be entitled to a meagre relief and measly rations for which they have to queue up for long hours and face untold miseries and humiliation to satisfy the whims and moods of relief commissioners and their minions. They have become the victims of bureaucratic bungling and corruption. They are pawns in the hands of political parties and power brokers. They are being pushed around and harassed for demanding their justful rights; and kicked, cane-charged and arrested for raising their voice against a deaf administration. Thus they have been reduced to abject poverty and a state of utter helplessness and apathy. Their greatest tragedy is that they have become exiles in their own land, aliens in their own country which they inhabited for thousands of years.

The community is now caught in a piquant and unsavory situation as the State and the Central Governments are treating it as expendable. The authorities are hushing up the genocide, the exodus and the present plight of the Kashmiri Pandit community which have resulted as much out of the total abdication of their authority and responsibility, as out of the religious crusade of the terrorists. Nor is the international community aware of the refugee status of this community as countries around the world recognize refugees only when they are forced to flee into another country.

NAKED VIOLATION

The last two years (Editor's note: currently five years as this appeal is three years old) have witnessed a perpetuation of human rights' violation against this community which had to leave the valley helter-skelter and got dispersed far and wide in different parts of the country. Most of the nearly three hundred thousand refugees came out with clothes barely enough to cover their bodies. They came out with the illusion of a return to their homes and hearths in the near future. Families got split and scattered in the scramble for shelter and livelihood. Parents got separated from children, spouses from their partners, brothers from sisters. They are still on the move from one place to another like wandering nomads looking for help and succour. As a result of this dispersal the social fabric of the community is torn asunder, the economic structure has collapsed, material possessions have vanished and the political base has been overturned. The old and infirm of the community have met a premature end, dying for want of health and family support. A large number of youth suffered mental breakdown. Depression, panic attacks, phobias, nightmares and insomnia have seized all age groups. Unnatural deaths in the form of sunstroke, snake and scorpion bites, hydrophobia and accidents have taken a big toll. The terror, a feeling of siege, a sense of rootlessness and loss of identity, the trauma of forced migration, exposure to an alien and hostile environment, problem of acclimatization, poor housing, insanitary conditions, lack of basic amenities like drinking water, scarce medicare, malnutrition and idleness compounded by hurt and humiliation have orchestrated to result in physical, mental and psychological trauma of unimaginable magnitude. The community has reached the end of the tether and its reserves of patience and hopes have dried up. The spectre of disease, death and extinction are haunting the community. It seems unlikely that the community will ever be able to organise itself again into a cohesive social and political entity which is vital for its survival and resurgence. Far from regaining its pristine glory, it is hard pressed to keep body, mind and soul together.

It is indeed deplorable that some human rights' organisations reporting on the Kashmir situation have conveniently ignored the gross human rights violations against Kashmiri Pandits. Their silence on the genocide of this community and the terrible plight facing the community after the exodus, is intriguing and exasperating and puts the credibility of these organisations into shade. The one-sided, partisan and extremely prejudicial views of certain agencies that have chosen to black-out the brutalities and murderous killings of Kashmiri Pandit minority in their reports, leads one to believe that such organisations have fallen victims to the dangerous ploy of the terrorists and become tools in their propaganda machinery against this community and against India.

It is a sad commentary on the perceptions and sensitivities of the civilized world that a community which has been the original inhabitant of the valley of Kashmir with a chequered history of more than five thousand years, a rich cultural heritage and a distinct ethno religious identity, the proponent of and heir to a unique concept and creed of Hindu thought - the philosophy of Kashmir shaivism with its message of Universality of man, peace, non-violence, amity and brotherhood - is being deliberately and systematically destroyed.

History is replete with the records of religious persecutions and barbarities perpetrated against this community since the advent of Islam in the thirteenth century in Kashmir. While the community accommodated, mingled with and absorbed the culture and traditions of all outsiders who came to Kashmir, it was repeatedly rewarded with the most inhuman and brutal treatment. From time to time various cruel Muslim rulers driven by religious zeal and communal frenzy demolished Hindu institutions and shrines, burnt religious scriptures and libraries of Hindus and unleashed a reign of terror leading to the imposition of heavy taxes, forcible conversions and general massacre of those refusing to embrace Islam. They inflicted bestialities like the chopping off of the noses and tongues, beheading, drowning in water after tying people back to back etc. on the community. Those who escaped forcible conversion, mutilation and death were forced into exile reducing this community to a minority in its own land.

SUSTAINED CONSPIRACY

Even after attainment of independence and accession of Jammu and Kashmir to India the fundamentalist forces in the Kashmir valley refused to accept the principles of secularism and democratic pluralism and intensified their nefarious designs against the minority community of Kashmiri Hindus and against the Indian Republic. Under a macabre programme, 'makatabs' (Religious schools) were established in every nook and corner of the Kashmir valley with the putative aim of teaching religious scriptures to youth but with the real intent of indoctrinating and envenoming these impressionable minds with anti-Hindu and anti-India hatred. Funds were lavished on these school s openly and clandestinely by local patrons as well as Muslim countries espousing Islamic fundamentalism round the world led by Pakistan, and the schools became nurseries for the growth of fundamentalism and terrorism. A ban imposed by the Government of Sheikh Mohd. Abdullah on these schools in 1977 was lifted soon after its imposition under relentless pressure by Jamat-i-Islami and other fundamentalist organisations.

These pressure groups gradually extended their tentacles in every sphere of administration, bureaucracy and judiciary in the State and molded these institutions in a cruel conspiracy against Kashmiri Pandits resulting in discrimination, alienation, denial and deprivation of this community over the years. The process of Islamisation and fundamentalism which started in 1947 took firm roots by 1986 when the fundamentalist/terrorists enacted a dress rehearsal of the present terrorism on a small scale by arson, loot and plunder of Kashmiri Pandit property and their temples in the Anantnag district of the Kashmir valley. No serious effort was made by the administration to bring the guilty to book. This encouraged them to cross the border to attend arms training camps in Pakistan over the next three years during which they brought with them large quantities of sophisticated arms and ammunition to carry on full scale subversion and terrorism. The cataclysmic events leading to genocide and mass exodus of the Kashmiri Pandit community from 1990 onwards is the culmination of this long process of regimentation, indoctrination, religious frenzy and terrorism.

APPEAL TO WORLD CONSCIENCE

It is high time that the conscience of mankind awakens to the reality of the situation in Kashmir where the so-called freedom struggle is merely an extension and escalation of the ongoing offensive against a small yet ancient and distinct ethno-religious community which has been turned into a minority - the Kashmiri Pandit (Hindu) - who is being exterminated under a diabolical plan masterminded by religious zealots turned terrorists with the direction, support and connivance of their mentors from across the border in Pakistan.


We appeal, therefore,

* to all the nations of the world;
* to all peace loving, secular and democratic countries which value and recognise the urges, aspirations and just rights of minorities round the globe;
* to all organisations that monitor and report on human rights' violations against ethnic religious communities; and
* to all individuals, groups and institutions that stand for justice, equality, religious tolerance and human dignity to break their silence and speak out and save this ancient and distinct ethnic-religious minority of the world which has been thrown out of its own land, made a refugee in its own country and which is, now, facing dispersal, disintegration and extinction.
