The highest post for an 'Educated' , is Indian Administrative Service.An IAS post is considered to be the Number One post in India, the post of High esteem. Although the post is unique in its nature, neither the parents nor the children do have courage to dream of having it as an ambition of life. Because it is not so easy as of becoming a Lawyer, Doctor or an Engineer. Every one can not burn the midnight oil as the way IAS aspirants do before getting the post. After getting the post the way they suffer under politicians is inexplicable. It is like 'Donkey rules on Horse'. The dominance of less educated and less intellectual over more educated and more intellectual. The politicians misuse their power with these high profiles. Very few IAS men only have guts to face the political axe. The brave IAS men would keep their fight with politicians knowing their personal damage at the end.

Mr. Uma Shankarji is also such an IAS officer, who has been controversial during his tenure. His case is known by most of the people. The DMK government , axed him down by showing a trivial reason. Finding no proven faults against him, the government at last suspended on fake community certificate, which should have been done initially.

This shows atrocity / brutality of the government against the educated working folk. It is politicians drama to realise their whims and fancies in the government.

We the common people, should raise the voice against such atrocity.

Senior IAS officer C. Umashankar has been suspended by the Tamil Nadu Government on the charge of producing a false community certificate to claim SC quota during his civil services selection.

A 1990 batch officer, Umashankar, who was Director of Small Savings, has been replaced by A.C. Mohandoss on Wednesday consequent to the suspension, official sources said.

The Central Government and the Union Public Service Commission had been informed about the suspension, they said.

Umashankar was a Dalit Christian and not entitled for SC quota, the sources said, adding an inquiry had been ordered.

Umashankar, as the Chairman of the Arasu Cable TV Corporation, set up by the state government in 2008 to run cable TV business, had recommended nationalisation of Maran brothers owned Sumangali Cable Vision, alleging that the company was sabotaging Arasu Cable TV network.

He is facing charges of accumulating disproportionate wealth. But on a petition by him, the Madras High Court has last month stayed the probe by Directorate of Vigilance and Anti-Corruption.

He had also claimed disciplinary proceedings were initiated against him to deny him promotion as Joint Secretary to Union Government after he submitted the proposal to nationalise Sumangali Cable Vision.

Umashankar had also exposed irregularities in the construction of cremation sheds in Madurai District when the AIADMK was in power. The DMK government, after assuming office in 1996, registered a case against AIADMK supremo Jayalalithaa and the then local administration minister T.M. Selvaganpathy, now a DMK Rajya Sabha member. However, both were acquitted by the Madras High Court.

IAS officer C Umashankar, who took on the ruling DMK and Maran brothers, has approached Madras High Court, stating that he was being victimised for initiating action against persons close to the government.

Presently Commissioner of the State Small Savings Department, Umashankar approached the court on Wednesday to stay a vigilance inquiry into charges that he had amassed wealth through illegal means.

As Chairman of government-owned cable TV distribution agency, Arasu Cable TV Corporation, Umashankar had recommended that the state take over the Sun TV Group-owned Sumangali Cable Vision and suggested penal action against a Minister for destroying the property of ACTVC worth several crore rupees in 2009. This, he said, has led to his victimisation.

“The government is interested only in promoting the cause of the corrupt and the powerful,” Umashankar alleged in his petition, adding that prior to that posting, he was Managing Director of the Electronics Corporation of Tamil Nadu (Elcot), where he had detected a case where a private technology company, in which the government agency had significant share, had slipped out of government control.

Like the officers of Indian Administrative Services the officers of India Police Services (IPS) have same way to go after taking VRS and retirement. Number of such officers get extension and other jobs in government set ups while other get the jobs in private sector. The rules are same for them as well as for IAS. If they are retired and they have taken VRS they have to take prior clearance from Ministry of Home Affairs before joining any commercial appointment within one year of taking VRS/retirement. Though the number of such IPS officers is less than IAS officers but even then they are in sizable number.

According to Information received under RTI Act from the MHA by India Today, since 2000 there were as much as 26 officers, and most them were high profile officers, those joined various privates sector assignments. These include former Delhi Police Commissioner T.R. Kakkar who has joined JP Industries according to MHA. Like him, Ajay Raj Sharma also joined private job. The officers who have been accomodated in various boards, councils, committees, tribunals of the governments are not included in this list.

But interestingly, the MHA hesitates to give such data of IPS officers. The IPS is among three services which are called All India Services. Others are IAS and Indian Forest Service. But it is irony that the MHA does not maintain complete information about these officers. While the Department of Personnel and Training shares any requested data under RTI act, the MHA keeps passing the buck on such applications. Obviously, as a cadre controlling authority the MHA must have the data of such officers but when India Today filed such RTI to the MHA to know the details of officers who have resigned, terminated, took VRS since 2000. The CPIO of the ministry replied, "MHA is not maintaining such list of IPS officers who have left service since January 2000. The information may be obtained from their respective state cadres." On another such request they further clarified, "Consolidated information of IPS officers who have resigned, terminated, suspended from service is not maintained by this ministry."

It is interesting at the time when the Minister of Home Affairs P. Chidambaram has talked about shortage of IPS officers in the country. He mas made such statement in last winter session of parliament as well. The CPIO may be true in her reply but as a cadre controlling authority for IPS officers, one can expect from MHA to have data of IPS officers resigning, taking VRS and terminated and facing various other actions. But the list shows that many IPS officers join the private sector with lucrative salary after retirement/ VRS. However, this is not the complete list since many officers may have joined the companies after completing one year of their retirement/VRS. Among around 3300 IPS officers of the country, around two dozen are under suspension for their misdeeds.
