செக்யூலரிஸ நாட்டில் மதரீதியிலான உதவித்தொகை / ஸ்காலர்ஷிப் ஏன்?

கல்வி உதவித் தொகை: பாரதிய ஜனதா ஆர்ப்பாட்டம்: சென்னை : சென்னை மொமோரியல் ஹால் அருகே மாநிலத்தலைவர் பொன். ராதாகிருஷ்ணன் தலைமையில் இந்து மாணவ, மாணவியருக்கும் கல்வி உதவித் தொகை வழங்கக் கோரி பாரதிய ஜனதா சார்பில், நேற்று காலை (07-07-2010 புதன்கிழமை) ஆர்ப்பாட்டம் நடந்தது[1]. இதில் தமிழக அரசு, இதர சிறுபான்மை பிரிவு மாணவ, மாணவியருக்கு கல்வி உதவித் தொகை வழங்குவது போல், இந்து மாணவர்களுக்கும் வழங்க வேண்டும் என்ற கோரிக்கை வலியுறுத்தப்பட்டது.மேலும் இந்த கோரிக்கை நிறைவேற்றப்படும் வரை தமிழகம் முழுவதும் மத்திய, மாநில அரசுகளை கண்டித்து பா. ஜ., சார்பில் தீவிர ஆர்ப்பாட்டம் நடக்கும் என்று எச்சரிக்கப்பட்டது.ஆர்ப்பாட்டத்தில் முன்னாள் மாநிலத் தலைவர் லட்சுமணன், அகில இந்திய செயற்குழு உறுப்பினர்கள் இல.கணேசன். எச்.ராஜா, சுகுமாறன் நம்பியார், மாநில துணைத்தலைவர் தமிழிமை சவுந்தரராஜன், மாவட்டத் தலைவர்கள் மற்றும் ஏராளமானோர் கலந்து கொண்டனர்.

நடப்பது செக்யூலார் ஆட்சி என்றால் எப்படி சிறுபான்மை பிரிவு மாணவ, மாணவியருக்கு கல்வி உதவித் தொகை வழங்கப்படுகிறது? அதாவது மத அடிப்படையில் மாணவர்களைப் பிரித்து, பாரபட்சமாக மக்கள் பணத்திலிருந்து இப்படி “உதவித் தொகை” என்பது சரியாகுமா? படிப்பில்கூடவா, இப்படி மதரீதியாக பாரபட்சம், வேறுமை, வித்தியாசம் முதலியவை பார்ப்பார்கள்? பிறகு எதற்கு போலித்தனமான செக்யூலரிஸம், எல்லா மதங்களும் ஒன்று என்ற பாட்டு எல்லாம்! இந்து மதம் தவிர மற்ற மதங்கள்தான் உசத்தி என்றால், அங்கேயே, அந்த செக்யூலரிஸக்கொள்கை தவிடு பொடியாகி விடுகிறதே?

தமிழக அரசு கொடுத்துள்ள விளம்பரம்[2]: தமிழக அரசு, இவ்விஷயமாக கொடுத்துள்ள விளம்பரம் மற்றும் அதிலுள்ள விவரங்கள் பின்வருமாறு:

MERIT CUM MEANS BASED SCHOLARSHIP

TO MINORITY STUDENTS FOR 2010-11

Applications are invited from the students belonging to the following

Minority Communities as notified by the Government of India, who are

pursuing Degree or Postgraduate level Professional / Technical Courses

as notified by the Ministry of Minority Affairs from the Government /

Govt.recognized Private Educational Institution, for sanctioning Merit

Cum Means Based Scholarship. Under this scheme, Fresh scholarship

allotted to religious Minorities of Tamil Nadu for the year 2010-11 are

given below:-

ELIGIBILITY : i) Students who got admission, on the basis of competitive

examination or not facing competitive exam can avail scholarship

provided they should have obtained 50% marks in the previous year final

examination at Higher Secondary/Graduation level, ii) The scholarship

holder shall not avail any other scholarship/stipend from any other

Department, iii) 30% reserved for Women Candidates, if, sufficient Women

Candidates are not available, Male candidates will be selected. v) The

Annual Income from all sources of the student’s parent or guardian should

not exceed Rs.2.50 lakh. Full Course fee (except refundable deposits) will

be reimbursed to those students studying in Listed institutions as

notified by the Ministry of Minority Affairs. For other institutions, Course

fee upto a maximum of Rs.20000 and Maintenance Allowance of Rs.10000

for Hosteller @ Rs.1000 pm and Rs.5000 for Day scholars @ Rs.500 pm

subject to a maximum of 10 months.

FOR FRESH SCHOLARSHIP

IInd Year	50% of marks in Diploma .. for Lateral Entry (or) I year Examination Marks
III year	50% of marks in I & II year Examination
IV year	50% of marks in I, II, III year Examinatio

RENEWAL:-Students who have been awarded fresh scholarship

during 2007-08, 2008-09 , 2009-10 are eligible for Renewal of

scholarship for 2010-11. They students should have passed with 50%

of marks in the previous year examination at the time of submission

of renewal application.

The details of the scheme, List of eligible courses, Name of the listed

Institutions, Application form, claim format etc., are available at

www.minorityaffairs.gov.in & tn.gov.in/bcmbcmw/welfschemes.

Students are directed to submit the application within the due date

mentioned below along-with all the relevant mark sheets and

certificates to the Educational Institution. Non-submission of mark

sheets, and other certificates will result in summary rejection

without assigning any reason whatsoever. Last Date for submission

of applications to the Institutions by the Students

For Renewal Cases 26.07.2010 ( Monday)

For Fresh Cases 10.08.2010 (Tuesday)

The Principal/Registrar/Dean of the respective Educational

Institution is requested to scrutinise the applications with relevant

enclosures etc., to ensure their eligibility and forward the same duly

signed to the Commissioner of Minorities Welfare, 807 (5th Floor),

Anna Salai,Chennai-2 with in the stipulated time given below:-

For Fresh Cases	To Forward Application form original with relevant attested copies of mark sheet and other certificates. Bank A/c details of Institution should reach on or before 13.08.2010 by 5.45 PM
For Renewal Cases	Consolidated Claim Format only should reach on or before 30.07.2010 by 5.45 PM
